In a bid to address the challenges of providing skilled manpower to industries and reducing school dropouts due to socio-economic constraints, the Maharashtra State Board of Technical Education (MSBTE) has launched an enhanced “learn while earn” scheme. Under this program, institutes with strong industry connections can offer new technical diploma courses that allow students to simultaneously learn and earn.
According to the recently issued Government Resolution, this pioneering scheme aligns with the National Skill Development Mission and aims to create opportunities for less privileged youths to pursue education while gaining valuable work experience. Additionally, industries will benefit from having a skilled workforce trained in their specific trades.
As per the revised policy approved by the state’s higher and technical education department, interested institutes with industry collaborations can apply to MSBTE to offer customized diploma courses under the “learn while earn” scheme. These courses, different from the existing diploma programs affiliated with MSBTE, will vary in duration and be tailored to meet industry demands. While the institutes will handle the theoretical aspects of the curriculum, the industry partners will provide practical on-the-job training and a stipend to the students.
To qualify for participation, institutes must submit supporting documents demonstrating their industry collaborations. Additionally, they must appoint a minimum of 20 faculty members, either on a permanent or contractual basis, to oversee the courses. The teaching of theoretical components will take place at industry premises under the supervision of the appointed faculty members.
As part of the scheme, industry partners are obligated to provide monthly stipends to students, along with facilities such as canteen services, transportation, insurance, and medical benefits, in accordance with industry standards.
The primary objective of these diploma courses is to provide extensive practical training through industry partnerships, with the ultimate aim of absorbing the students into the respective companies upon completion of their courses, as highlighted by an MSBTE official.
MSBTE will not only conduct exams and issue diploma certificates but will also collaborate with institutes to design programs and determine their duration. Moreover, MSBTE will ensure that the curriculum remains relevant to industry requirements by engaging industry experts on an ongoing basis.
Overall, MSBTE will serve as an academic monitor, overseeing admissions, regulating the academic calendar, and continuously refining the programs to meet industry standards and expectations. This initiative signifies a significant step toward bridging the gap between education and industry needs, fostering skill development, and empowering the youth with practical knowledge and employment opportunities.
